Lahore – April 6, 2026: The Government of Punjab has issued an official notification for the formation of a High-Level Technical Committee to review and reform Christian Personal Laws in the province. The committee has been established following the approval of the Minister for Human Rights & Minorities Affairs Sardar Ramesh Singh Arora and will function under the administrative control of the Human Rights & Minorities Affairs Department. It has been tasked with submitting practical recommendations for legal and administrative improvements to ensure better protection of minority rights.
According to the notification, the committee will conduct a comprehensive review of existing Christian family laws, including marriage, divorce, maintenance, guardianship, succession, and registration. The aim is to identify legal gaps, inconsistencies, and areas that require reform in order to make the legal framework more effective, fair, and aligned with constitutional principles.
The committee will also analyze how these laws are implemented in practice and identify procedural and institutional shortcomings. Special attention will be given to the challenges faced by vulnerable groups such as women, children, elderly individuals, transgender persons, and persons with disabilities, ensuring that future reforms address their needs and provide stronger legal safeguards.
In an effort to ensure inclusive and informed decision-making, the committee will engage with Christian theological leadership through a structured working group representing major denominations. This will allow the incorporation of doctrinal perspectives on matters such as marriage, family relations, and succession. Additionally, consultations will be held with legal experts, women representatives, and community stakeholders so that the proposed reforms reflect real-life experiences and ground realities.
Another key focus of the initiative is the development of an integrated registration framework that connects church-managed records of births, marriages, and deaths with official government systems, including NADRA. This step is expected to strengthen legal recognition, improve documentation reliability, and ensure better coordination between religious institutions and state authorities.
The government has clarified that the chairman and members of the committee will serve on a voluntary basis and will not receive any remuneration. This move highlights a commitment to public service and community welfare.
This development is being widely viewed as a significant and positive step toward strengthening the legal rights of the Christian community in Punjab. It is expected to improve access to justice, enhance legal protection, and address long-standing issues within the existing legal framework. Community members and leaders have expressed hope that the recommendations of this committee will lead to meaningful reforms and lasting positive change.
